(AP) ? Flying cameras have been providing unique perspectives on everything from golf to college and professional football for more than a decade, becoming so commonplace that fans rarely notice the whizzing remote-controlled devices.

At the Insight Bowl on Friday night, no one could miss the overhead camera when it came crashing down to the field late in the fourth quarter, nearly taking out one of the players.

The ESPN camera narrowly missed Iowa receiver Martin McNutt Jr., who became entangled in the guide wire but wasn't hurt.

"First, I looked: What is it that fell from the sky?'" McNutt said after Iowa's 31-14 loss to No. 19 Oklahoma. "The next thing I know, the camera kind of scratched me a little bit. It was just pulling me and I knew I didn't want to keep going with it."

ESPN has consistently used the cameras for football coverage, making it a staple of "Monday Night Football." The cameras also have been used occasionally in the NBA, NHL, NASCAR, NCAA basketball, baseball and at the island-green 17th hole at the TPC Sawgrass during The Players Championship.

The cameras, despite flying over the playing field, have rarely interfered with the action.

In 2007, a cable camera was forced to make a controlled decent during an NFL game between the New Orleans Saints and the Seattle Seahawks from what was called human error.

At the 2009 Las Vegas bowl between BYU and Oregon State, the overhead camera reportedly had to be taken down due to wind gusts of around 40 mph.

The incident at the Insight Bowl occurred with Iowa State trying to rally from a 10-point deficit in the closing minutes.

While lining up for a play near the 20-yard line at the south end of Sun Devil Stadium, two Hawkeyes had to jump out of the way when the camera fell when the wire appeared to snap with 2:22 left.

McNutt dodged the camera as it fell behind him, but became entangled in the guide wire after it thudded to the ground. McNutt suffered only a minor scratch, but the game was delayed for about five minutes as crews dragged the camera off the field and made sure the wire was out of the way.

McNutt was able to joke about the incident.

"I fell like somebody was trying to kill me on their (Oklahoma's) staff," he said. "If you are looking, I'm looking for you. No. It was lucky it didn't hit me."

2 face indecency charges after nude McDonald's run

(AP) ? Two people who pulled up at a McDonald's drive-thru in western Illinois completely naked face public indecency charges.

Police in Galesburg say a 19-year-old El Paso man and a 21-year-old Galesburg woman have been released from Knox County Jail after being ordered to appear in court to face the charges.

WGIL Radio reports that the duo was still in the McDonald's parking lot when officers arrived just before 2 a.m. Wednesday. Police say the man was crouched over in the driver's seat trying to pull on a pair of pants while his passenger was covering up in a blanket.

WGIL reports that the pair told officers the late night fast-food run might not have been a great idea but that they both still thought it was funny.

NBA: Hornets 85, Suns 84: New Hornet stings Suns

PHOENIX - Eric Gordon made a 20-footer from the top of the key with 4.2 seconds to play in his New Orleans debut to give the Hornets an 85-84 victory over the Phoenix Suns in their season opener Monday night.

Gordon, who came to New Orleans in the trade that sent Chris Paul to the Los Angeles Clippers, gave his team its only lead since the first two minutes of the second half.

Suns rookie Markieff Morris threw the ball away on Phoenix's final possession.

Gordon scored 20 points. Carl Landry added 14 and Trevor Ariza 13 for New Orleans.

Robin Lopez scored 22 points, more than he had in any game last season, for the Suns. Steve Nash had 14 points and 12 assists but was scoreless in the final quarter.

Marcin Gortat added 13 for Phoenix.

Both teams were awful from three-point range, the Suns going 5 of 25 and New Orleans 2 of 16.

The Hornets were within one seven times in the final seven minutes before Gordon's game-winning shot.

Ariza drove the lane and was fouled by Morris with 35.4 seconds to go and the Suns up 84-83, but he missed both free throws and the Suns' Jared Dudley grabbed the rebound and called time. Dudley, though, missed a fading 10-footer in the lane with 16.9 seconds to go to give New Orleans its shot at the game winner.

Gordon dribbled downcourt and let fly from the top of the key to put his team ahead. There was plenty of time for Phoenix to respond. But after a timeout, the ball was inbounded to Morris, who tried to throw the ball to Nash, but tossed it out of bounds instead with a half-second to play.

Down by as many as nine late in the first half, the Suns opened the third quarter with a 9-2 run, Nash's 21-footer putting Phoenix up 50-49 with 9:48 left in the period. After Greivis Vasquez tied it at 54-54 with a three-point play, Nash scored the next five on a driving layup through traffic and a three-pointer, giving Phoenix a 59-54 with 6:06 to go in the quarter. The Suns led after that, until the final New Orleans shot, but never by more than six.

The Hornets led most of the first half.

Gordon's 10-foot floater capped an 8-2 spurt that put New Orleans up 41-34 with 2:10 left in the half. The run reached 14-6 when a layup gave the Hornets their biggest lead of the half at 47-38 31.1 seconds before the break. Lopez's three-point play cut the lead to 47-41 at the half.

    Rim shots

? Despite giveaway promotions, the Suns did not sell out their home opener Monday night for the first time since 2005.

? The Suns began the season with the same starting lineup that finished last season for the first time since 1990. Then, it was Kevin Johnson, Jeff Hornacek, Kurt Rambis, Tom Chambers and Mark West.

Mother-Toddler Bond May Influence Teen Obesity (HealthDay)

MONDAY, Dec. 26 (HealthDay News) -- Teens are more likely to be obese if they had a poor emotional relationship with their mother when they were toddlers, according to a new study.

The findings echo previous research showing that toddlers who didn't have close emotional ties with their parents were more likely to be obese by the time they were 4.5 years old.

In the latest study, researchers examined U.S. National Institute of Child Health and Human Development data collected from hundreds of families who lived in nine states and had children who were born in 1991.

The analysis showed that the children's risk of obesity at age 15 was highest among those who had the lowest-quality emotional relationship with their mothers when they were toddlers, the Ohio State University researchers said.

More than one-quarter of the toddlers who had the lowest-quality relationships with their mothers were obese as teens, compared with 13 percent of those who had closer bonds with their mothers in their early years, according to the report published online and in the January print issue of the journal Pediatrics.

These and previous findings indicate that the risk of obesity may be affected by areas of the brain that control emotions and stress responses working together with those that control appetite and energy balance, the investigators explained.

The authors suggested that obesity prevention efforts should include strategies to improve the mother-child bond, as well as promoting healthier eating and exercise.

"It is possible that childhood obesity could be influenced by interventions that try to improve the emotional bonds between mothers and children rather than focusing only on children's food intake and activity," lead author Sarah Anderson, an assistant professor of epidemiology, said in an Ohio State University news release.

"The sensitivity a mother displays in interacting with her child may be influenced by factors she can't necessarily control. Societally, we need to think about how we can support better-quality maternal-child relationships, because that could have an impact on child health," Anderson added.

In this post I will explain how to add simple indicator to Windows Phone 7 Pivot Page, which tells user how my Pivot Items are in page and which Pivot Item is currently active. Indicator control is implemented as set of small circles bellow title where one circle which indicates active pivot item is accented (see picture bellow).

    pivot indicator_sm

Pivot Control is great MetroUI control that is equivalent of desktop Tab control. Pivot orders the elements logically, splitting the information into categories and listing the elements available in each category. It is an analytical list used to show different aspects of the same content. But sometimes developers make mistakes and use Pivot Control in incorrectly.

Store makes Christmas tree from cellphones

Southeast Asia is closer to the equator than the North Pole, but an electronics store in Vietnam is ringing in the holidays with a 15-foot Christmas tree made from more than 2,500 unusable cellular phones.

Nguyen Trai, a store manager at Westcom Electronics in the southern city of My Tho, says 10 workers spent two weeks building the cellular Christmas tree that he hopes will raise awareness about hazardous waste and promote environmental responsibility.

The glittering, cone-shaped creation has been on display for about two weeks outside the store in southern Tien Giang Province.

Between 700 and 800 people visit daily, Trai told the Associated Press.

"Many of them have taken pictures with the tree," he said.

Cellphones are ubiquitous in Vietnam, where more than 60 percent of the population is under 30 and hordes of young people flaunt flashy electronics to mark their rising wealth even as the country struggles to contain one of Asia's highest inflation rates.

Although the majority of communist Vietnam's 87 million people are Buddhist, there is a sizable Catholic minority and an enthusiastic general embrace of all things Christmas. The country's two largest cities ? Hanoi and Ho Chi Minh City ? are studded with holiday lights all winter long, with bright-eyed teens promenading in Santa hats and yuletide-themed electronic music blaring in sidewalk cafes.

Westcom Electronics plans to auction its cellphone tree next year and donate the proceeds to charity, said store manager Nguyen Trai, adding that staff members are already collecting unusable phones in hopes of erecting an even bigger Christmas "pine tree" next year.

There are tens of millions of cellphones in circulation in Vietnam, but it's impossible to know how many used phones are dumped each year because the government doesn't collect such data, said Nguyen Thanh Yen of Vietnam's Environment Administration.

Yen said he welcomed the idea of raising awareness about hazardous waste, but Westcom Electronics has violated Vietnamese law, which requires businesses to seek official permission before using hazardous waste for new purposes.

According to the United Nations Environment Programme, people working in the informal sector collect the majority of "recyclable and reusable waste" in urban areas of Vietnam.

Solid waste management is among the "major environmental burdens" in developed and developing countries across Asia, especially in megacities, the U.N. says.

    Track Santa on your smartphone

For more than 50 years, NORAD ? the North American Aerospace Defense Command ? has used its high-tech missile-tracking systems to track Santa's progress during his annual Christmas Eve flight around the world.

For a 24-hour period, about 1,200 military volunteers take shifts manning the command center at Peterson Air Force Base in Colorado; they monitor radar screens and field calls from excited 7-year-olds who ask for updates on Santa's location. They also update Kris Kringle's progress on the Google Earth map on the NORAD Tracks Santa website, as well as the Facebook page and the Twitter feed.

For the first time this year, people can even keep constant tabs on Santa's sleigh by downloading the NORAD Tracks Santa iPhone and Android apps. In other words, the program is a big deal, and it get bigger every Christmas.

But how do they do it? How does NORAD "track" Santa? [ Is There a Santa Claus? ]

When asked whether the volunteers plan the jolly old elf's route ahead of time, U.S. Navy Lieutenant Commander Bill Lewis, a Santa tracker, was having none of that.

"We don't plan it, he does," Lewis said. "We just monitor his travels with our ground-based radar, satellites, fighter aircraft, and, of course, the Santa Cams ? he passes over certain cities, and based on the track we're projecting, we've got cameras set up."

The NORAD team monitors a radar system called the North Warning System, which consists of 47 installations strung across the northern border of North America, for indications that Santa Claus has left the North Pole.

"Rudolph's nose puts off quite the heat signature," Lewis told Life's Little Mysteries.

The Christmas program isn't so out of the ordinary for the men and women of NORAD: "365 days a year we track possible threats to the homeland. So tracking Santa as an airborne object fits into our mission set," he said.

Through his experience as a Santa Tracker, Lewis was able to offer a bit of insight into an age-old question: How Santa manages to make it all the way around the world, sort through Can Tech Help Santa Deliver the Goods? 5 Tech Upgrades for Claus ]

That's 671 million miles (1 billion kilometers) per hour, which means Santa can travel more than 16 billion miles (26 billion km) in the 24 hours allotted for his journey. A trip round the world is only 25,000 miles (40,000 kilometers), so at his estimated flight speed, Santa could technically circumnavigate Earth 650,000 times if he wanted.

He doesn't, of course ? instead, he takes it slow and downs a mindblowing number of cookies and glasses of milk along the way.

UNESCO cuts funds for Palestinian magazine (AP)

JERUSALEM ? The U.N.'s cultural agency said Friday it is pulling funding for a Palestinian youth magazine that published an article suggesting admiration for Hitler.

The magazine, Zayzafouna, published an article in February written by a teenage girl who presented four role models: a medieval Persian mathematician, a modern Egyptian novelist, the Muslim warrior Saladin, and the Nazi leader.

UNESCO said in a statement it "strongly deplores and condemns" the "unacceptable" material and would cease funding the magazine. UNESCO also said it funded three different issues later in 2011, and not the one in question.

The magazine also receives funding from the Palestinian Authority, the Western-backed Palestinian government in the West Bank.

In the article, the author has Hitler telling her in a dream that he killed Jews "so you would all know that they are a nation which spreads destruction all over the world." He advises her to be "resilient and patient concerning the suffering that Palestine is experiencing at their hands."

"Thanks for the advice," the narrator replies.

A translation was made public by Palestinian Media Watch, an Israeli organization that tracks incitement in Palestinian media.

The magazine's director, Shareef Samhan, did not dispute the translation, though he said the girl was "accusing" Hitler and not praising him. He said he had not been aware of the text and noted that UNESCO was not a central backer of the magazine.

He defended the publication. "We depend in the content of our magazine on the participation of school students, and it's not our job to prohibit the freedom of speech," he said.

The publication sparked a written protest by the Simon Wiesenthal Center, a U.S.-based Jewish group, to UNESCO, and that protest appears to have triggered the U.N. agency's decision and public statement.

"UNESCO strongly deplores and condemns the reproduction of such inflammatory statements in a magazine associated with UNESCO's name and mission and will not provide any further support to the publication in question," read the statement issued from the agency's Paris headquarters.

The statement also said UNESCO "is deeply committed to the development and promotion of education about the Holocaust."

A spokesman for the Palestinian Authority, Ghassan Khatib, said the article was "not acceptable."

"We educate young people in our textbooks about the Holocaust and the massacres of Hitler against Jews and against others, and we refer to these massacres as crimes against humanity," Khatib said. "This instance is exceptional, and the editor will try to be more careful in the future."

A U.S. group, the American Gathering of Jewish Holocaust Survivors and Their Descendants, released a statement praising UNESCO's decision.

"As victims of the horrors of Nazi brutality, we learned with deep shock that a Palestinian children's magazine could approvingly speak of Hitler's extermination of Jews as an example to be emulated. This was monstrous and grotesque," the group said.

Michael Jackson's belongings sell for nearly $1M (AP)

BEVERLY HILLS, Calif. ? The contents of the home where Michael Jackson lived with his three children before his death in 2009 have sold for nearly $1 million at auction.

The president of Julien's Auctions was still tallying the totals Saturday after the daylong auction, which brought in nearly triple the company's pre-auction estimate of $200,000 to $400,000.

Among the highlights were a chalkboard inscribed with a message from Jackson's children, which sold for $5,000, and an armoire upon which Jackson wrote a message to himself on the mirror, which fetched $18,750.

The headboard from the bed where the pop star died at age 50 was removed from the sale at the family's request, but the rug that was beneath the bed sold for $15,360. The estimate had been $400 to $600.

Time Warner finally cuts a deal for HBO Go streaming, launches 'in the next month'

Ever since it launched early last year, the HBO Go library has quickly become one of the best parts of having the premium channel, however it wasn't part of the package for Time Warner Cable customers -- until now. The two companies just announced they have to an agreement which will see access to the streaming back catalog of films and TV shows (including Max Go) open up to TWC subscribers "in the next month" after a short beta period. We're not sure if this access extends to streaming via the Roku box or if it will be blocked (as it is on Comcast and DirecTV), but iOS and Android mobile devices are definitely in on the action. Check the Time Warner blog or press release ( after the break) for more details.

CBS edges out Fox for overall nightly ratings win (Reuters)

LOS ANGELES (TheWrap.com) ? Fox and CBS competed in a close race for first place in the Wednesday night ratings, with "X Factor" and "Criminal Minds" sharing the night's top numbers but CBS eking out an overall victory for the night, according to preliminary numbers.

Both "X Factor," on Fox from 8 to 9:30, and "Criminal Minds," on CBS at 9, drew a 3.4 rating/9 share in the adults 18-49 demographic, though "Criminal Minds" was easily the most-viewed program of the night with 12.7 million total viewers, compared to 10.6 million for "The X Factor."

CBS took the win thanks to strong performances from "Survivor" and "CSI," which took the third and fourth-place spots, respectively. "Survivor" at 8 drew a 3.1/9 with 10.7 million total viewers, while "CSI" at 10 surged 20 percent over last week, taking a 3.0/8 -- its best showing since the second week of the season -- and 12.1 million total viewers. Combined with "Criminal Minds," those numbers gave CBS an average 3.1/8 in the demographic, narrowly besting Fox's 3.0/8 average. CBS was also the most-watched network of the night with an average 11.8 million total viewers.

Following "The X Factor," Fox ran "I Hate My Teenage Daughter," which pulled a 1.9/5 and 5.2 million total viewers. Overall the network averaged 9.3 million total viewers over the night.

ABC's "Barbara Walters: 10 Most Fascinating People of 2011" at 9:30 was down 28 percent compared to last year's telecast with a 2.3/6 and 8.3 million total viewers.

ABC ran repeats the rest of Wednesday night, and NBC ran repeats throughout the evening.

Did Bumbo ignore child safety in favor of profits? (Reuters)

(Reuters) ? Like millions of other parents over the past several years, Kevin and Lucy Ferrell used a new baby product called the Bumbo Baby Sitter that they bought at Toys R Us to prop up their son, Colby. The simple molded plastic seat is more upright than a bouncy chair, and less rigid than a high chair, making it a hit with parents looking for new infant gear.

But when 9-month-old Colby fell out of the seat and fractured his skull, his parents learned very quickly that the seat wasn't ideal for a small, moving child.

"He arched his back up and he kind of flipped out of it sideways and backwards and rolled right off (the table)," Kevin Ferrell says. "It just happened in a split second."

Bumbo, which is used to help babies sit up before they're able to do so on their own, has been an unquestioned success in sales - with nearly 4 million sold in the U.S. since 2003. But its safety record is uncertain.

The South African company recalled Bumbo in 2007 after a spate of 28 injuries reported to the Consumer Product Safety Commission - including numerous skull fractures - and placed warning labels on the seats that said they shouldn't be used on elevated surfaces. Bumbo company records obtained as part of a lawsuit the Ferrells filed in June against the company and Toys R Us, where the product was purchased off their baby registry, show some 300 reported incidents, including some in other countries, mainly Great Britain. The suit was filed in U.S. District Court in Austin, Texas, where the case is still in a pretrial phase.

Then in late November, the CPSC issued an unusual warning that there had been another 45 incidents since the recall, and that it had learned of another 18 older cases. It also noted that children were hurt both when the product was elevated and when it was on the ground.

Ross Cunningham of the Rose Walker firm in Austin, who represents the Ferrells and says he has settled a dozen lawsuits over Bumbo's safety, alleges in the lawsuit that Bumbo "has taken no effort" to reconfigure the product to prevent children from getting out of it, "despite having actual knowledge of the dangers associated with the Bumbo Baby Sitter...and the potential of the Bumbo Baby Sitter to cause serious injury to children."

Bumbo's U.S. attorney, Tarush R. Anand, says he cannot comment on the litigation, but did provide a statement from Bumbo, in which the company says the product is safe. "The Bumbo baby seat is a safe product for infants when it is used as intended: on the floor and never on an elevated surface," the statement says. "Children should always been closely supervised when they are in the Bumbo seat." The company also says it is working with the Consumer Product Safety Commission to educate parents on the correct use of the seat.

Toys R Us is accused in the most recent lawsuit of knowingly stocking a baby product that has caused injuries. One of the company's buyers is quoted in the litigation as saying under oath that she had never seen an infant product like that without a safety restraint, and that after learning about the severity of the injuries, she didn't think it was safe.

Nancy Cowles, executive director of the advocacy group Kids in Danger, notes the product - unlike cribs, car seats and high chairs - is not governed by any government or industry standard. The Ferrell lawsuit says Toys R Us has a huge profit margin on the seats and has ignored even voices from within the company about their safety.

Toys R Us spokeswoman Katie Reczek said in a statement in response to questions that the retailer followed the terms of the recall and stands by the decision to keep selling it.

"The safety of the products we sell is, and always has been, our highest priority," Reczek said. "At the time of the recall of the Bumbo Baby Sitter, we immediately removed the product from our store shelves, and worked with Bumbo to update the warning labels on the packaging, as was required. This warning label cautions parents not to use the Bumbo on elevated surfaces. Due to the recall and labeling process, the product was off the sales floor and was not available for purchase for several months. We continue to offer Bumbo products in our stores, and as always, we closely monitor all product safety issues."

Its only competitor, bbPOD, added a seatbelt after the Bumbo recall.

Attorney Cunningham alleges in the Bumbo lawsuit that safer alternative design existed. "Specifically, Bumbo could have incorporated any combination of the following design changes: made the Bumbo Baby Sitter wider at the base, raised the side and back walls of the seat, installed a bulbous pommel on top of the post in between the child's legs, and incorporated a safety harness, seatbelt or other securing device...that would sit low and tight across the child's hips. These, and possibly other design improvements, would have prevented a child like (Colby) Ferrell from falling out of the Bumbo Baby Sitter."

The Ferrells are now evangelists for seatbelts. Says Kevin Ferrell: "For me, it was important, if nothing else, to try to prevent (this) from happening to future parents and kids."

Landlord fights 'White Only' pool sign ruling

    By The Associated Press

CINCINNATI - A landlord found to have discriminated against a black girl by posting a "White Only" sign at a swimming pool wants a state civil rights commission to reconsider its decision.

The Ohio Civil Rights Commission found on Sept. 29 that Jamie Hein, who's white, violated the Ohio Civil Rights Act by posting the sign at a pool at the duplex where the teenage girl was visiting her parents. The parents filed a discrimination charge with the commission and moved out of the duplex in the racially diverse city to "avoid subjecting their family to further humiliating treatment," the commission said in a release announcing its finding.

An investigation revealed that Hein in May posted on the gated entrance to the pool an iron sign that stated "Public Swimming Pool, White Only," the commission statement said.

Several witnesses confirmed that the sign was posted, and the landlord indicated that she posted it because the girl used in her hair chemicals that would make the pool "cloudy," according to the commission.

Hein, of Cincinnati, hung up when The Associated Press called her for comment Tuesday. A message was left at her lawyer's office.

The commission's statement said that its investigation concluded that the posting of such a sign "restricts the social interaction between Caucasians and African-Americans and reinforces discriminatory actions aimed at oppressing people of color."

Commissioners were scheduled to hear Hein's request for reconsideration at a meeting Thursday in Columbus, commission spokeswoman Brandi Martin said.

If the commissioners uphold their original finding, the case would be referred to the Ohio attorney general's office, which would represent the commission's findings before an administrative law judge, Martin said.

Penalties in the case could include a cease-and-desist order and even punitive damages, but the administrative law judge would determine any penalties, Martin said.

It still would be possible for the parties to reach a settlement before resorting to legal action, she said.

Any decision by the administrative judge could be appealed to Hamilton County Common Pleas Court in Cincinnati, Martin said.

Class of 2012 faces frozen hiring, study shows

TORONTO (Reuters) - Students graduating from Canadian colleges and universities next year will face the same stagnant job market that has confronted 2011 graduates, a study released on Tuesday said. The annual report of the Canadian Association of Career Educators and Employers (CACEE) also found that while many industries have halted employment growth or are cutting jobs, others complain they can't find the people they need. Specifically, the mining and telecommunications industries say there is a shortage of graduates that have the required skills.

Watchdog, Ottawa differ on Canada's budget balance

OTTAWA (Reuters) - Canada's budget watchdog sees the federal government's structural balance as at least C$10 billion ($9.71 billion) lower per year than Ottawa estimates, and called for more disclosure of assumptions and methodology used in drafting forecasts. The Parliamentary Budget Officer said the discrepancy was likely caused by different estimates on how the economy is performing at any given time in relation to its potential to grow. Miscalculations can lead to bad policy decisions, it suggested.

Congress cannot accelerate Keystone decision: State Department

WASHINGTON (Reuters) - The U.S. State Department warned on Monday that a plan by congressional Republicans to fast track the Canada-to-Texas Keystone XL pipeline decision would violate environmental laws and force it to withhold approval. "Should Congress impose an arbitrary deadline for the permit decision ... the department would be unable to make a determination to issue a permit for this project," the State Department said in a statement.

Competition to cut food inflation in Canada: report

TORONTO (Reuters) - Target Corp's impending arrival in Canada, paired with Wal-Mart Stores Inc's expanding grocery business in the country, will help slow food inflation next year and keep established grocers under pressure, researchers said on Monday. Food prices will rise no more than 2 percent in 2012 according to a new forecast from University of Guelph professors Sylvain Charlebois and Francis Tapon, a significant drop from the 4.3 percent year-over-year price gain that Statistics Canada has estimated for October.

OTTAWA (Reuters) - Canada and U.S. Steel Corp have settled a court case that started when Ottawa sought to fine the firm in 2009 for breaking job-protection promises made when it bought Canadian steelmaker Stelco, Industry Minister Christian Paradis said on Monday. Under the terms of the settlement, U.S. Steel will operate both the Lake Erie and Hamilton plants until 2015. It has also agreed to spend a total of C$250 million ($243 million) in capital investment, C$50 million more than initially envisaged.

Liberals seek to block Canadian Wheat Board bill

OTTAWA (Reuters) - The federal Liberals formally asked Governor General David Johnston on Monday not to give final assent to the Conservative government's bill to end the Canadian Wheat Board's marketing monopoly on Western Canadian wheat and barley. However, Johnston has already signaled that he does not think it is his place to withhold royal assent, which is required for bills to become law. In September, Canadian Press quoted Johnston as saying that while governors general may have had the theoretical right to veto legislation in the past, those days are gone.
